Phillips 66 & YOU - Together we can fuel the futureThe Instrument & Electrical Supervisor reports to the I&E Superintendent and is responsible for the safety, productivity, quality, and development of instrumentation and electrical maintenance craftworkers. This position provides front line supervision for maintenance activities on all field instrumentation, process analyzers, CEMS, and electrical systems including power distribution equipment, UPS, batteries, electric motors, generators, lighting systems, protective relays, etc. The I&E supervisor is detail oriented and knowledgeable regarding facility maintenance, having the ability to provide technical direction and as well as effectively manage resources. This position requires the ability to prioritize, direct and coordinate maintenance work to ensure safe, reliable, and environmentally compliant operations while working with other maintenance personnel and functional groups.
Responsibilities May Include
Leading the team in safety and health excellence through strong personal engagement, recognizing and stopping unsafe behavior, recognizing, and eliminating safety hazards, following safe practices and procedures, and striving for continuous improvement of safety in the refinery.
Leading and ensuring compliance with safety policies and regulatory rules, such as incident reporting, incident investigations, Job Safety Analysis (JSA), Process Safety Management (PSM), safety meetings, safety and housekeeping audits, and environmental compliance requirements.
Supervising electricians in the maintenance of electrical distribution including medium voltage protective relays, contactors, overhead lines, transformers, switchgear, motor control centers, motors, uninterruptable power supplies, battery systems, generators, lighting, ground fault detection, and motorized actuators.
Supervising instrumentation mechanics in the maintenance of transmitters, sensors, analyzers including continuous emissions monitoring systems, control valves, solenoids, flame scanners, tank gauging, and vibration monitoring.
Ensuring environmental requirements are met for instrumentation and continuous emissions monitors (CEMS).
Leading daily toolbox safety meetings; leading daily review and assignment of maintenance work to craftworkers.
Identifying and removing barriers to productivity to safely complete daily maintenance activities on schedule.
Participating in daily and other periodic meetings including operations coordination, maintenance updates, scheduling priorities, backlog reviews, staff meetings, and supervisor training.
Interacting with other functional groups including maintenance, operations, engineering, projects, commercial, HSE, and management.
Directing and supporting teams including contractors with completing certain job tasks, coordinating resources, troubleshooting to resolution, and responding appropriately to equipment failure, outages, or other refinery issues.
Developing new and/or revising procedures, preventive maintenance plans, and other plant documentation.
Ensuring work crews comply with established repair quality standards and procedures; monitoring repair rework issues and developing corrective actions as necessary.
Assessing employee development opportunities and assisting with training programs ensuring employee skills are robust to accomplish tasks while meeting required standards and regulatory requirements.
Recommending and implementing solutions to equipment bad actors and other improvement opportunities.
Assisting with the procurement of materials necessary to complete repairs, modifications, and new installations.
Motivating and builds trust within team through open and consistent communications, constructive feedback, sound decision making, demonstrating technical aptitude, timely follow-up, and leading by example.
Required Qualifications
Legally authorized to work in the job posting country.
Possess a valid Driver's License.
High School Diploma or GED.
5 or more years of experience in a refining, chemical, or similar industrial environment.
Willing and able to perform and comply with the following:
Travel up to 5% of the time
Work extended hours, which may include evenings, weekends and holidays
Be on call outside of normal business hours to support plant issues and emergencies.
Work safely near large, hot, high-speed machines
Climb ladders and stairs up to 200 feet in height
Sit and work at a computer for extended periods of time
Transport articles up to 50 pounds
Work around chemicals, including acids and bases
Work around hydrocarbons under high pressure and heat
Work outside in harsh weather conditions
Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection.)
Maintain your face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)

Preferred Qualifications
Journey-level or equivalent Trade School Certification in electrical, instrumentation or advanced Degree in Engineering.
Possess both electrical and instrumentation craft working knowledge with emphasis in electrical maintenance.
Supervisory experience.
Experience with SAP.
Trained in electrical safety with working knowledge of NFPA 70E.
Knowledge of Process Safety Management including mechanical integrity and management of change.
Knowledge of Functional Safety Standards including IEC 61511 and experience with maintenance of safety instrumented systems (SIS).
Experience with refinery turnarounds.
Proficient in Microsoft Office (Word, Excel, Outlook).
Strong and effective communication skills (verbal and written) in both individual and group settings which includes report writing, business correspondence and procedure manuals.
Ability to work on cross discipline teams.
Ability to write and interpret automated tasks utilizing scripting and custom programming.
Accepts ownership, is accountable and delivers on commitments.
Strong technical knowledge and ability to apply practical solutions in the field.
Ability to manage workload with minimal supervision including managing multiple tasks in a dynamic self-directed work environment.
The Ferndale Refinery is located on Puget Sound in Ferndale, Washington, approximately 20 miles south of the U.S.-Canada border. Facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation and hydrodesulfurization units. It processes a variety crude oils, including Alaskan North Slope, Canadian and other foreign and U.S. shale crudes, primarily delivered via marine vessel and pipeline. Within the refinery is a rail car crude oil receiving facility with a capacity of 30,000 BPD. This offloading facility, owned by Phillips 66 Partners, makes the receipt of additional crude by rail car possible. The refinery produces a high percentage of transportation fuels. Other products include residual fuel oil, which is supplied to the northwest marine bunker fuel market. Most refined products are distributed to customers by pipeline and barge to major markets in the northwestern United States.

CompensationThe base pay range for this role is $127,300 - $156,500 depending on a candidate's relevant work experience and education.
